This study is an assessment of the catastrophic health financing by several Philippine institutions including government agencies, such as the Philippine Health Insurance Corporation, the Philippine Charity Sweepstakes Office, and the Department of Social Welfare and Development, and private institutions. It finds that the current institutional responses to catastrophic health expenditures are disparate and inadequate. In order to address these gaps, this Policy Note recommends the adoption of a uniform operational definition for catastrophic health expenditures that will serve as the basis for the involved institutions' policies and strategies. It also calls for the establishment of an oversight body that will monitor the development of policies and implementation of strategies regarding catastrophic health expenditures in the Philippines.
