The second of a series of knowledge sharing forum on Zero Based Budgeting, organized by the Congressional Policy and Budget Research Department (CPBRD) in partnership with the Philippine Institute for Development Studies (PIDS), aims to review the relationship between growth and employment as well as the employment facilitation programs of the national government. It also reviews international literature on the implementation of active labor market programs (ALMPs) of government. The resource persons in the forum were Dr. Danilo Israel and Dr. Marife Ballesteros, senior research fellows at the PIDS.

The forum broadly aims to deepen understanding of ZBB approach of program evaluation for national budget decision-making. The study assessed the process of QRF allocation, administration and implementation under the various executive departments with cognizance of national disaster risk reduction management imperatives. Mr. Sonny Domingo, PIDS Supervising Research Specialist, was the resource speaker in this event.

The DOH-PIDS Health Systems Research Program was crafted to improve the capacity of the Department of Health (DOH) and the Philippine Health Insurance Corporation (PHIC) to formulate, implement, and monitor health policies supportive of the administrations Aquino Health Agenda (AHA) as articulated in the Universal Health Care (UHC)" Kalusugan Pangkalahatan (KP) launched in 2011.

The Health Research component of the program seeks to provide evidence-based findings needed to steer the health system, to monitor existing health policies and programs, and to inform future policies and programs that the DOH and PHIC should consider. For this program, 28 studies have been implemented covering topics on health financing, attainment of MDGs, public-private partnerships on health, and health service delivery.

The Fifth Knowledge-Sharing Seminar will be held on July 1 from 9:00 a.m. (registration at 8:30 am) to 2:30 pm at the Romulo Hall, NEDA sa Makati Building, 106 Amorsolo St., Legaspi Village, Makati City.
