This paper surveys existing literature and research studies on the issues of rural finance. Moreover, the paper reviews the various schools of thought in the area of rural finance. The old and new approaches, including the "surplus school" are analyzed in some detail. The macro environment and institutional framework affecting rural financial markets are discussed while the government's credit subsidy programs are evaluated.
