DAR is contracting the Philippine Institute for Development Studies (PIDS) to undertake a baseline assessment to establish reference points in assessing performance towards achieving intended results (outputs and outcomes) at various levels as reflected in the logical framework of the Project. In general, the key baseline question is: what is the baseline situation for each of the outcomes and outputs Indicators? In addition, the baseline assessment should be able to establish the current situation of households (including but not limited to income level, asset ownership, household size, sources of income, nutritional status, food intake, food security, etc.) engaged in farming in terms of access to and utilisation of production technologies, production inputs, credit, agriculture support infrastructures (e.g., post-harvest, cold storage, transport, roads and irrigation) information and market, and policy environment. The baseline study will also assess the extent of gender participation in all project activities but more specifically in the VC component.
