Previous impact evaluations of the Philippines’ Pantawid Pamilyang Pilipino Program (4Ps), the country’s primary social protection program, largely only assessed the direct impact of the interventions on household outcomes. While mediation by extraneous variables have been often recognized in these analyses, these relationships were not formally tested. In this study, we will employ mediation analysis to assess how proximity to education and health facilities influences household decision to access these services, and therefore comply with 4Ps conditionalities. We will also provide indications of differential education and health service quality among facilities accessed by poor households.
