A PIDS study found that only 552 or barely a third of the total number of cities and municipalities in the country have approved comprehensive land use plans (CLUPs). Moreover, these plans were still not enhanced plans with inputs from climate and disaster risk assessment. The study urges local government units to enhance their major planning documents such as the CLUP and to reflect their climate change and disaster risk reduction and management initiatives in the CLUP and the Comprehensive Development Plan for proper planning and investment programming.
