A PIDS study found that many local government units give low priority to monitoring and evaluation (M&E). Only a little more than one-third (38.4%) of municipalities reported having an M&E program. The drafting and implementation of M&E is, in theory, the responsibility of the entire Local Development Council. However, most municipalities perceived that it is only the responsibility of the Municipal Planning and Development Office, Municipal Planning Team, and Local Chief Executive.
