The Philippine Statistics Authority (PSA) granted clearance to the conduct of the Study on Stakeholder Attitudes towards Rice Self-Sufficiency (SSARSS) by the Philippine Institute for Development Studies (PIDS) in cooperation with the Food and Agriculture Organization (FAO). A survey firm will also be procured to conduct the said undertaking. The statistical activity aims to understand the demand for rice self-sufficiency policies among the general population and among key stakeholders. Specifically, it aims to:

    1. determine the extent and degree of awareness of Filipino adults regarding rice importation and related government policy;
    2. estimate the degree to which public opinion favors restrictions on rice importation;
    3. develop a typology of stakeholders vis-à-vis rice import policy and determine how attitudes to rice importation vary by type of stakeholder, using a combination of statistical and qualitative analysis;
    4. evaluate attitudes towards the recent rice industry reform (RA 11203 and accompanying Rice Roadmap); and
    5. identify implications for policy on rice industry reform and the Rice Roadmap.

The study will interview 550 Net Rice Producers in top four (4) rice-producing provinces, Nueva Ecija, Cagaya, Isabela and Pangasinan. Aside from the Net Rice Producers, a total of 550 Rice Consumers will also be interviewed in NCR, Antipolo City, San Carlos City and Malasiqui for Luzon group; Metro Cebu, Bacolod City, Iloilo City and Lambunao for Visayas group; and Davao City, Zamboanga City, Butuan City and Midsayap for Mindanao group. There survey will also utilize an online questionnaire for the rice consumers. The survey will be conducted from August-September 2020 and results of the survey are targeted to be released on December 2020.

Among the data items to be collected in the listing are the following:

    - Attitudes and opinions among rice producers and rice consumers
    - Average quantity of rice purchase
    - Frequency of buying rice
    - Average monthly household income
    - Plans and Intentions of rice producers

A total budget amounting to PHP 3.0 million will be utilized in the survey.

The Study on Stakeholder Attitudes towards Rice Self-Sufficiency was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

    - ensure sound design for data collection,
    - minimize the burden placed upon respondents,
    - effect economy in statistical data collection,
    - eliminate unnecessary duplication of statistical data collection efforts, and
    - achieve better coordination of government statistical activities.
