For this week, our buzzword is “devolution".

In governance, it refers to a shift in certain functions or decisionmaking powers from the central government to the regional or local areas of government.

It is associated with efforts to enhance democratic participation and foster responsiveness to local needs.

A PIDS study found that different projects, programs, and activities (PPAs) have been devolved to regions in the Philippines to varying degrees. Northern Luzon regions have an average of over 200 partially to fully devolved PPAs, while Eastern Visayas (Region 8) and Western Visayas (Region 7) have the fewest, with an average of less than 60 partially to fully devolved PPAs.
