A PIDS study saw challenges among local government units (LGUs) in carrying out smart city initiatives. One of them is the public's ability to adapt to digitalization due to the digital divide, including gaps in digital literacy.
Online payment services, telemedicine, and contact tracing were not effectively used among LGUs during the pandemic because most people lack essential devices and basic skills to effectively manage their accounts electronically.
