The 91-day LIBOR for the month of October averaged at 1.79, lower than 2.42

Balance of payments for the first semester amounted to $1729 million surplus, a turnaround from the $606 million deficit for the same period last year. However balance of payments for the month of June amounted to a $160 million deficit.
