Running the central machine of the Philippine bureaucracy is a tall order. Problems rooted in the past continue to grip the sector and threaten to choke its plans and programs. When the Aquino government has taken over, several reforms have been put in place. This article enumerates the programs instituted to save the vigor of the civil service under the leadership of Patricia Sto. Tomas. In particular, it discusses the Panibagong Sigla program, the recent government effort to stimulate the laggard service of employees in the public sector.
