It cannot be denied that tax evasion remains to be one of the biggest sources of the continuing decline in the country's tax effort. What has the government been doing to counter such trend? Are BIR's collection efforts commendable? This article takes a look at how the government has been doing in its revenue efforts and what components are contributing much--or less--to the nation's coffers. As the title of the article suggests, the government has not met much success in its efforts to raise money for its many programs but hopefully, recent measures such as the establishment of industry benchmarks for VAT estimates and the computerization of the BIR, among others, will go a long way in arresting further declines in the government's tax effort.
