Setting trade liberalization as a goal, this paper discusses in details its timing and sequencing as well as some of its complementary measures. Until capacity utilization has fully recovered, import restrictions should still remain. Greater gains could be attained if liberalization and reforms are carried out in the context of multinational negotiations. However, delay of reforms has its disadvantages such as an adverse reputation regarding the country’s commitment to the program.
