This is a continuation of the 2022 PIDS-DILG study on the state of devolution in the country, which mainly looked at the devolution transition plans of the LGUs. For Phase 2, the objective is to conduct a more in-depth survey among LGUs to delve on their devolution status.
 
The issues in providing streamlined data sources within the country results in challenges in local and national evidence-based decision making which negatively impacts effective implementation of disease prevention and control programs. 
 
 
HIS improves the health care system by providing information that aids different agents in fulfilling their functions. This includes the regulators (i.e., the Department of Health [DOH]) purchasers of healthcare (i.e., the Philippine Health Insurance Corporation [PhilHealth], the healthcare providers (e.g., hospitals and clinics), and the consumers (i.e., patients). The study aims to demonstrate its relevance to the broader healthcare system and the specific needs of all four agents. This acknowledgment stems from the understanding that, beyond technical capabilities, the sustained success of Health Information Systems (HIS) relies on user acceptance and organizational support (Shainur et al. 2012).
 
The relevance of the study extends to regulators and healthcare purchasers, supporting informed decision-making in policy, governance, and interactions with providers. Health Information Systems (HIS) play a crucial role in enhancing patient care by providing updated health statuses to providers and ensuring accuracy in health transactions. Moreover, patients are motivated to improve HIS to meet global standards, empowered by modern systems that offer increased access and control over their own health data.
