The study aims to provide the Department of Health (DOH) and Philippine Health Insurance Corporation (PhilHealth) with the necessary quantitative analytical support to monitor the results of the interventions and provide evidence and data for their recalibrations.
Universal Health Coverage (UHC) is a global goal to ensure that everyone can access essential health services without financial hardship. To achieve this, the Philippines passed the Universal Health Care Act of 2019. To this end, the DOH and PhilHealth will be piloting key UHC reforms in select Health Care Provider Network (HCPN) demonstration sites. With the expected roll out of the All-Case Rates-Global Budget (ACR-GB), the planned shadow billing as a pathway towards Diagnostic Related Groups - Global Budget (DRG-GB), Konsulta with SDG-related packages, and the Outpatient Drug Benefit (PhilHealth GAMOT), there is a need for quantitative technical support to ensure implementation of these interventions.
