The rapid urbanization in developing countries has manifested itself in rising shelter inadequacy as indicated by slums, insecure tenure, overcrowding, lack of affordable housing.  The nature of the problem is not confined to the condition of housing only but also involves limited access to the housing market.

The study will provide policymakers a deeper understanding of shelter inadequacy in relation to the pressures of urbanization. This will help support policy decisions on infrastructure planning and land development and building regulations.  

The study will also contribute to the growing interest in devising methods that are timely and cost efficient to gather data as alternative or to complement traditional surveys and censuses.
