The climate emergency continued to unfold in recent years. Globally, 2024 saw record-breaking temperatures exceeding the 1.5°C threshold set by the Paris Agreement. Unprecedented levels were also observed for greenhouse gas levels, resulting in floods, heatwaves, and wildfires (Copernicus 2025).
The proposed study focuses on climate action. Using granular data, it aims to provide a better understanding of climatic and macroeconomic heterogeneity and homogeneity inherent among localities. These findings enable the development of targeted programs for localities, specifically provinces, and the identification of areas requiring greater financial assistance. Overall, findings are expected to lead to more efficient allocation of government resources.
