For the time being, the ever-looming fiscal crisis in the Philippines appears to have been alleviated by the sacrifices, hard work and resulting record remittances of overseas Filipino workers. But even more serious trouble may be looming in the background-and not so far in the background, at that. If the crisis reappears and grows, it may well result from the escalating contingent liabilities that the Philippine national government continues to absorb.
