No other issue since EDSA Revolution has so bitterly polarized the Philippine society than the proposed agrarian reform program. The landless, spearheaded by the militant peasant organization, the Kilusang Mabubukid ng Pilipinas have accused the mellowed down version of the Comprehensive Agrarian Reform Program as no better than the failed Marcos-initiated program. Landowners, on the other hand, have issued an impassioned threat of civil chaos should the land reform order be signed and implemented. In a more objective tone, Dr. Quisumbing tries to sort out the conflicting issues and interests based from her numerous exposures on the land reform issue. Land reform should be enacted. The author tells us why.
