The Philippine Institute for Development Studies (PIDS) received the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award recently.
The Civil Service Commission (CSC) conferred the award to PIDS for achieving the Level 2 accreditation status in its core human resource management systems.
The CSC National Capital Region conducted an onsite assessment at PIDS on May 28 to June 3, 2019. Based on the results of the assessments, the Institute met the maturity indicators in the systems, practices, and competencies of four core HRM systems, namely, recruitment, selection, and placement; performance management; learning and development; and rewards and recognition.
Furthermore, PIDS was also judged as consistently compliant with the civil service law and rules in terms of implementing other human resources (HR) programs and the maintenance of HR records.
As a PRIME-HRM Bronze Awardee, PIDS is granted with some privileges such as the authority to approve appointments, subject to post-audit; a 20-percent discount on trainings/conferences conducted by the Civil Service Institute; and exclusive membership to a community of learners with access to digital learning resources and other developmental opportunities, subject to the guidelines of the Commission.
Aside from these, the Institute can also be endorsed or recommended for scholarship grants offered by other institutions and nominated to the CSC’s certification program for human resource management officers. It is also allowed to post announcements, programs, or projects on the CSC’s website, and eligible to receive other benefits that the Commission may approve.
The Institute is expected to maintain its status and continue to improve on its HRM systems to meet the criteria of the next level, comply with the 2017 Omnibus Rules on Appointments and other human resource actions and CSC rules and regulations, and partner with the Commission in assisting other agencies particularly in the development or improvement of HRM systems.
The PRIME-HRM is a mechanism of the CSC to enhance HR practices and competencies in the public sector, which is a key factor in the efficient and effective delivery of public services.
“We thank the CSC for this recognition. We will continue to adopt reforms and comply with applicable statutory and regulatory requirements on HRM so that we can carry on our duty of providing quality policy research outputs to assist our policymakers in crafting evidence-based plans and programs,” PIDS President Celia Reyes said.
PIDS, along with fellow 2019 awardees, was given a Plaque of Award in September during the 120th Anniversary Celebration of the Philippine Civil Service through an online awarding ceremony. ###
