DESPITE the worsening El Niño weather phenomenon, state think tank Philippine Institute for Development Studies (PIDS) forecast a gross domestic product (GDP) growth of 4 percent in 2010, higher than the high end of the government’s official forecast of 2.6 percent to 3.6 percent.
