Dr. Xavier Cirera, a senior economist in the Trade and Competitiveness Global Practice at the World Bank, presented the Philippine Innovation Public Expenditure Review on April 30, 2019 at the PIDS office in Quezon City. The World Bank conducts the Public Expenditure Review of Innovation Policy (PER) on science, technology, and innovation to help countries improve their policymaking and budgeting on these areas.
Specifically, the PER evaluates four stages of innovation policy, namely, (a) General evaluation of the quality and coherence of the policy mix, (b) Evaluation of the quality design, implementation, and governance (functional analysis), (c) Evaluation of the efficiency of existing instruments, and (d) Evaluation of the effectiveness of existing instruments and the system.
