The Philippine Institute for Development Studies (PIDS) is holding a seminar on “Impact Evaluation of the Health Facilities Enhancement Program (HFEP)" on June 15, 2016, from 2:00 p.m. to 4:00 p.m., at the PIDS Conference Room, 18th Floor, Three Cyberpod Centris—North Tower, EDSA corner Quezon Avenue, Quezon City.

The presenter, PIDS Supervising Research Specialist Ida Marie Pantig, will report on the results of the assessment of HFEP, an initiative of the Department of Health. She will discuss the program’s effects, particularly on the utilization of local health services, arising from the improvement in capital stock. The study also looked into the problems and issues encountered in the implementation of the program.

In conducting the impact evaluation, health services utilization—measured by indicators such as number of birth deliveries, outpatient consultations, and inpatient consultations—were compared in both HFEP and non-HFEP facilities. The aim is to identify trends and patterns in utilization, if there is an increase. Subsequently, bottlenecks in the evaluation were also revealed, particularly in comparing the volume of services before, during, and after HFEP.

The study is part of a research project conducted by PIDS to evaluate the effectiveness and impact of key government programs and projects. Spearheaded by the National Economic and Development Authority and the Department of Budget and Management, the impact evaluation studies were conducted to promote greater transparency and accountability in government.
