Despite the move towards industrial orientation, agriculture, forestry and resources continue to employ half of the labor force. Yet, rural households are still deprived of the full benefit of their labor. This publication argues that if the government is to achieve equity, then it must focus on rural and agricultural development. It tackles several ways by which the bias against agriculture can be eliminated and how complementary support services for agriculture can be implemented. In addition, discussion on land reform and redistributive justice are bestowed some space.
