Industrial peace remains to be an elusive dream for Philippine industry especially in the decade of the 1970s and 1980s. In general, the main reason attributed to the upsurge in labor restlessness is the political and economic difficulties that the country experienced during this period. As Professor Rene Ofreneo observes, the actual number of strikes in 1971 pales in comparison with the 282 strikes in 1984 and 371 in 1985.
