In recent years, the lower house has slashed on debt service and other expenditure items. Analysis indicates that from 1994 to 1996, tertiary education and curative care have received ample budget due to Congressional initiatives. In addition, countrywide Development Fund has been biased in favor of the economic services sector. The author argues that social sector advocates should focus on human development priorities. How it can be done is enumerated in this issue.
