One key to international competitiveness is being technology adept. A country should be able to absorb, adapt and develop technologies that are better suited to the dynamics of circumstances. This issue discusses several mechanisms and special institutions that have been utilized by successful East Asian economies to diffuse technology. A review of Philippine research and development programs indicates weak institutional structure coupled by outdated equipments and low salaries. Recommendations ensue.
