The Philippine cement industry was liberalized and deregulated in the late 1980s. This development subsequently shed off the industry's cartel image in the 1970s. However, from January 1999 to May 2000, the industry's observed pricing behavior once again raised concerns on the possible resurrection of a cartel. Is such a concern valid?
