This virtual event will feature two PIDS studies, namely, “Senior High School and the Labor Market: Perspectives of Grade 12 Students and Human Resource Officers” and “On the Employability of Senior High School Graduates: Evidence from the Labor Force Survey”.
In the first study, which was conducted in 2018, PIDS Senior Research Fellow Aniceto C. Orbeta Jr., PIDS Consultant Marites B. Lagarto, Senior Research Specialist Ma. Kristina P. Ortiz, Supervising Research Specialist Danica Aisa P. Ortiz, and Research Analyst Maropsil V. Potestad, assessed the likelihood of achieving the employment and entrepreneurship objectives of Republic Act 10533 or the Enhanced Basic Education Act of 2013. The study revealed that despite identifying employment and entrepreneurship as a rationale for the program, three quarters of the grade 12 students have plans to proceed to higher education as they are not confident that they will get a job after graduating from Senior High School (SHS). Most firms, meanwhile, lack in-depth knowledge of the SHS program. The study provided areas for improvement to boost the chances of achieving the employment and entrepreneurship objectives of the program.
The second study, authored by Orbeta and Potestad, is a follow-through to the first study. It gauged the actual performance of the SHS graduates in the labor market. The results confirm the findings in the earlier study that only a small proportion (a little over 20%) enter the labor force and most of them (more than 70%) continue with their education. Among other things, the authors suggested to re-examine the employment and entrepreneurial objectives of the SHS program and validate the effectiveness of the work preparation component of the SHS curriculum.
