A PIDS paper underscored the limited digital literacy skills among Filipinos. Only around 40 percent have at least one of the six information and communications technology (ICT) skills monitored for the Sustainable Development Goals. Digital literacy appears to be lowest among the young (10-14 years old) and the elderly (65 and above). In ASEAN, the Philippines lags in nearly all ICT skills endorsed by the International Telecommunication Union.
