A PIDS study found that the implementation of the Electric Power Industry Reform Act (EPIRA) resulted in improved reliability, quality, and affordability of electric supply. Since EPIRA, there was a decline in the proportion of households experiencing power outages. However, there is still a need to increase investment in power generation for more reliable and stable electricity supply. To sustain this, the study urges the Department of Energy to undertake generation mapping, as a policy and regular practice, and implement optimal decisionmaking on the location of the generation plants. It should also develop a sustainable and optimal energy mix policy and demand-side management practices.
