A PIDS study finds that implementation of the lifeline rate under the EPIRA is prone to “leakages” or unintended or inefficient allocation of subsidies.
The study recommends for the government to decide on what level of electricity consumption is economically acceptable to subsidize. A detailed examination of consumer data is necessary to guide this decision.
