The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Market and Non-Market Work Survey by the Philippine Institute of Development Studies (PIDS) in cooperation with the Department of Information and Communications Technology (DICT). PIDS is also collaborating with the International Development Research Council (IDRC) in this endeavor.

The study aims to analyze challenges, and issues in digital labor platforms. In addition, the survey will help determine systematic barriers that men and women face in finding job in digital platforms, and working on these platforms. Aside from these, it also aims to analyze how Coronavirus disease 2019 (COVID-19) has affected online workers.

Results of the survey will help in formulating policies on labor market, training and skills development, and social protection.

A total of 1,200 individuals who are online workers/platform workers which deliver tasks via digital labor platforms such as Upwork, Online Jobs PH, Clickwork and Amazon Mechanical Turk among others will be asked to accomplish the online survey. The online questionnaire was developed in the platform called Survey Monkey and will be populated through target respondents this August 2020 (first roll out) and December 2020 (second roll out).

Result of the survey is expected to be released on February 2021.

Major data items to be collected in this undertaking include the following:

1. Basic information such as name, contact details, age, sex, marital status, and education;
2. Household characteristics;
3. Attendance in DICT and other government trainings on platform work;
4. COVID-19 related issues;
5. Social protection, financial security and expenditures;
6. Current platform work;
7. Major platform work prior to the quarantine due to COVID-19; and
8. Non-platform work prior to the quarantine enforced due to COVID-19.

A total budget amounting to PhP 850,000 will be utilized in the survey.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

1. Ensure sound design for data collection;
2. Minimize the burden placed upon respondents;
3. Effect economy in statistical data collection;
4. Eliminate unnecessary duplication of statistical data collection efforts; and
5. Achieve better coordination of government statistical activities.

In line with this, the PSA enjoins online workers/platform workers to support the said survey.
