This article is based on the speech delivered by Sen. Gloria M. Arroyo for Senate President Edgardo Angara during the symposium on Issues on Post-Urugau Round Trade Regime co-sponsored by the Senate of the Republic of the Philippines and the Philippine Institute for Development Studies. The speech began with the present condition of the Philippine economy and its future prospects. It tackled four important measures that must be put into place to sustain economic growth and what the government ought to do to effectively address the economic ills of the nation.
