State policies on the acceptance of foreign workers, particularly unskilled labor, are obscure, if not lacking for many countries. Hence, there has been an increase of illegal migrants, particularly among women who find themselves exposed to all types of exploitative practices. This is just one of the glaring issues raised by Dr. Amjad in the regional conference of the APEC Study Centers.
