Unless the government would create employment opportunities in the country, Filipino workers cannot be prevented from seeking it elsewhere, no matter how risky these jobs are, so claims the author during a media forum entitled “ HRD Program on Manpower in APEC”. Giving long-term opportunities to workers will allow them to easily adapt to the continuing changes here and abroad.
