The Philippine Institute for Development Studies (PIDS) will hold a public webinar on March 6, 2025, from 9:30 AM to 12:00 PM via Zoom. It will feature three PIDS studies examining the competitiveness, policy framework, and economic impact of the Philippine Retirement Authority’s (PRA) foreign retirement program.

The first study, “Competitiveness Assessment of the Philippine Retirement Authority’s Program in International Retirement Migration”, authored by PIDS Senior Research Fellows Aubrey D. Tabuga and Francis Mark A. Quimba, Research Analyst Madeleine Louise S. Baiño, PIDS Consultant Danika Astilla-Magoncia, Research Specialists Anna Rita P. Vargas and Mark Gerald C. Ruiz assesses how the Philippine retirement migration program compares with international benchmarks, identifying strengths and gaps in attracting foreign retirees. It explores the factors influencing retirees’ decisions, including visa policies, healthcare, cost of living, and investment opportunities, offering recommendations to enhance the country’s global competitiveness.

The second study, “Philippine Retirement Authority Current Program and Policy Assessment/Business Model Review”, authored by UP Professor Emeritus Epictetus E. Patalinghug, Tabuga, Baiño, and Astilla-Magoncia shifts the focus inward, assessing PRA’s existing programs, evaluating their effectiveness, sustainability, and alignment with national development goals. It analyzes the agency’s business model, operational framework, and stakeholder engagement to propose strategic improvements that can enhance service delivery and economic benefits.

The third study, “Philippine Retirement Authority Policy Development with Impact Assessment”, by Patalinghug, Tabuga, Baiño, Ruiz, Astilla-Magoncia, and former Supervising Research Specialist Ma. Kristina P. Ortiz builds on the first two by conducting a regulatory impact analysis (RIA) to test policy recommendations, particularly around retirement age requirements and cost-effectiveness. It finds that while lowering the retirement age may boost initial benefits, rising costs have made this strategy less sustainable.
