A PIDS study of technical-vocational education and training (TVET) programs in the country underscored several concerns raised by key informants regarding the responsiveness of these programs. Issues brought up were the lack of demand for construction-related jobs and training programs among the youth due to the perceived low image of construction jobs and the insufficient financial support to cover other training expenses such as transportation and food. Concerns were also raised about the quality of the training schools, trainers, and assessors. Some also perceived the training content to be falling short on soft skills, such as communication and work discipline, or not up to date with current industry practices or technologies.
