The Philippine APEC Study Center Network (PASCN), a key project of the Philippine Institute for Development Studies, could serve as an avenue for fostering collaboration within the Asia-Pacific Economic Cooperation (APEC) framework. According to this Policy Note, the PASCN could act as an effective conduit for Track 2 diplomacy, facilitating discussions and initiatives on various fronts, from addressing political tensions in the West Philippine Sea to navigating the complexities of artificial intelligence regulation and energy transition. The Note recommends that programs be structured with the objective of narrowing both between- and within-country inequality.
